A ship agency is the service responsible for everything a vessel needs while she is in port: handling documentation, coordinating with the parties involved, arranging crew changes, and making sure operations run smoothly.

On paper that is a short list. In practice each item involves a different party, and each has its own sequence and its own deadline. The agent is the one who threads them into a single process, so the owner or operator deals with one person rather than ten.

Documentation. Before a vessel berths, the arrival notice along with vessel and crew documents must already be lodged. Before she sails, departure clearance must already be granted. One document held up can hold up the whole schedule, and the cost of that is counted in hours alongside.

Coordination with the parties involved. The agent is the link between vessel and port: arranging the berthing window, making sure pilotage and tugs are available when needed, and connecting what the vessel needs to the providers ashore.

Crew changes. Crew joining and leaving have to be seen through end to end: pick-up, accommodation where required, complete documentation, and transfer to the vessel. Crew still waiting on transport is time alongside being spent for nothing.

Keeping operations moving. While a vessel is in port her needs can change at any hour: additional stores, fresh water, a small repair, or a schedule change from the port. The agent's job is to settle those without waiting on instructions for every small thing.

In short, ship agency is the work of turning many parallel errands into a single point of responsibility. The less an owner has to think about while his vessel is alongside, the better the agent is doing.
